欧洲疫情“告急”！德法两国再度封锁

The number of confirmed COVID-19 cases has surpassed 44.3 million globally, with over 1.1 million fatalities, according to the latest tally from Johns Hopkins University.
目前，欧洲第二波疫情势汹汹。世界卫生组织卫生紧急项目执行主任迈克尔·瑞安10月26日表示，过去一周（10月19日至25日）全球约46%的新冠确诊病例和三分之一的死亡病例来自欧洲地区，欧洲无疑正处于疫情“震中”。
"There's no question that the European region is an epicenter for disease right now," said Michael Ryan, executive director of WHO Health Emergencies Program, at a press briefing on Monday. According to Ryan, last week, 46 percent of all the global cases and nearly one-third of all deaths were from the European region.

德国11月2日起全国封锁一个月
当地时间10月28日，德国总理默克尔与各州州长会谈后宣布，德国将从11月2日起到11月底再次实施封锁。
默克尔表示，德国官员已同意关闭餐馆、酒吧、电影院和其他休闲娱乐场所一个月，并要求在公共场合最多不超过10人同行且同行的人最多只能来自两个家庭，以遏制新冠病例快速上升的势头。
与此同时，中小学和幼儿园将在各州确保出台必要的防护措施和保持社交距离措施的前提下继续开放。

In Germany, Chancellor Merkel ordered a new round of shutdowns for the cultural, leisure and food and drink sectors from Monday November 2 until the end of the month, although Germans will not be confined to their homes.
Bars, cafes and restaurants must close, as well as theatres, operas and cinemas. Hotel stays are to be restricted while professional sports, including Bundesliga football, is set to be pushed back behind closed doors. Shops and schools are to remain open, unlike during Germany's shutdown during the first phase of the pandemic in March and April. Restaurants will be able to provide take-out food.
Merkel appealed to people not to make unnecessary journeys and said hotels won't be able to accommodate people on tourist trips.
"We can say that our health system can cope with the challenge today," Merkel said. "But if the pace of infections continues like this, then we'll reach the limits of what the health system can manage within weeks."
法国将再次封国
同天，法国总统马克龙发表电视讲话，宣布法国从10月30日起将重新实施第二次全国封锁措施，以应对日益恶化的疫情挑战。
马克龙首先表示，整个欧洲都对病毒的传播速度感到惊讶。与第一轮新冠疫情相比，当前法国的第二波疫情更加严重，更加致命，因此现在必须采取有力防控措施。他还指出，如果面对疫情无所作为，法国医疗系统将面临饱和。
马克龙说，法国全国封锁将从10月30日开始直到12月1日，居民外出购买生活必需品、就医或使用所分配的一小时运动时间可以出行，出行必须持有出行证明，并接受警方检查。他还宣布，法国将关闭所有非必需商店，如餐厅、酒吧等，大学将改为远程授课。

France will go back into the nationwide lockdown starting from Friday to try to contain the COVID-19 pandemic, French President Emmanuel Macron said on Wednesday.
The new measures Macron announced – which will last until December 1 – will mean people have to stay in their homes except to buy essential goods, seek medical attention, or use their daily one-hour allocation of exercise.
The new measures echo the eight-week lockdown that France enforced in the spring, when hospitalizations and deaths caused by the COVID-19 pandemic reached a peak. The lockdown was effective at containing the pandemic, but the virus started spreading again after relaxing rules starting May 11.
Anyone leaving their home will have to carry a special document justifying being outside, which can be checked by police, he said. Restaurants, cafes and shops not selling essential goods will have to close down for at least the next two weeks.
"All of us in Europe are surprised by the spread of the virus," Macron said in a televised address to the nation. "If we did nothing ... within a few months we would have at least 400,000 additional deaths."
禁足、宵禁、封城……欧洲多国升级防疫措施
西班牙：三大区达成封锁大区边界协议
当地时间2020年10月26日，西班牙马德里，宵禁后的街道人烟稀少。
10月28日，西班牙马德里、卡斯蒂利亚-拉曼恰和卡斯蒂利亚-莱昂三大区政府主席举行会议之后达成协议，三大区即日起实施边界封锁措施至11月9日，居民除就医、工作等原因外不得随意离开居住区域。
此前，西班牙总理桑切斯于10月25日宣布西班牙再次进入国家紧急状态，除加那利群岛以外所有地区都将实施宵禁。
On Wednesday, three Spanish regions, Madrid, Castilla-La Mancha and Castilla y Leo announced the closure of their borders until November 9 in an attempt to curb the soaring number of COVID-19 infections. During this period, residents are not allowed to enter or leave the regions except for essential reasons such as medical care or work.
The move came after Spain declared a new state of emergency. Spanish Prime Minister Pedro Sanchez on Sunday announced a new state of emergency and required all regions except the Canary Islands to impose a nighttime curfew.
意大利：餐饮场所必须于晚间6时打烊

Italy has ordered bars and restaurants to close by 6 pm and shut gyms, cinemas, and swimming pools to try to halt a rapid resurgence in cases. The government also urged people not to travel outside their home towns or cities unless absolutely necessary and to avoid using public transport, if possible.
爱尔兰：禁止民众离家超过5公里

The Irish government on October 19 announced a six-week lockdown to suppress the spread of COVID-19, requiring people not to travel more than five kilometers from their home, shutting non-essential retail, and limiting restaurants and pubs to take away service.
希腊：部分区域实施封锁措施

10月29日，希腊政府宣布将约阿尼纳和塞雷斯两个区域疫情风险等级提升至危险级，并实施封锁措施，包括在当地实施宵禁、禁止一切室内外聚集活动、所有文体娱乐场所均关闭、所有餐厅都不接受堂食仅提供外卖服务、法院和检察院等机构暂时关闭。
The regional units of Serres and Ioannina in the north and northwestern Greece went officially into lockdown on Thursday, after a spike in coronavirus infections in the past few days. A 12:30 am to 5 am curfew has been announced, and all gatherings in public and private spaces have been suspended. Meanwhile, courts, playgrounds, archeological sites, museums, and cinemas are all closed, and restaurants can only provide take-away services.
